Uganda Peoples Defense Forces [UPDF] officers are under investigation for conniving with cattle thieves in Masindi District.
Maj. DK Kaija, the administration officer Marine Brigade at Butiaba Barracks and Lt. Col Mpeeka attached to Masindi Army Barracks have reportedly been hiring thugs to steal cows from people’s farms and sell them in other parts of the country.
The scheme was later found out when police arrested five rustlers along Masindi-Fort Portal road ferrying eight Friesian cows in a stolen Fuso truck.
One of the suspects identified as Wilson Twine told police they were ferrying the cows on orders of the two officers.
It was later discovered that the cattle were stolen from one of the army farmers in the area using a false document authored by Maj. DK Kaija.
In the letter, Maj Kaija directed Twiine to transport 22 heads of cattle from Wantembo barracks to his (Mpeeka) farm in Masindi.
Dr. Rashid Mubiru, the district veterinary officer (DVO) in Buliisa district, later trashed the document as fake.
