Sseggona: Uganda police brutal, partisan, uncivilised


Busiiro East in Wakiso District Hon. Lubega Medard Sseggona says what is happening in Uganda now is a post-election cover up.

“Incumbent won with over 60% yet there were no celebrations. Kizza Besigye has been arrested and remains under house arrest. Then the break-ins at Amama Mbabazi petition lawyers’ offices,” he pointed out.

According to him, Police actions reveal a “brutal, partisan and uncivilised force”.

Sseggona believes Uganda police is an annex to the ruling NRM party.

Appearing on NBS TV last week, Sseggona said the break-ins at Amama Mbabazi lawyers’ offices were not sophisticated, “they were crude”.

Sseggona says “unusual” police, army presence was sighted at the raided offices the day before [Monday].

“There is a police station less than 100m from counsel Muhammad Mbabazi’s offices but it took long for police to arrive. Uganda Police officers are too tired. From doing work that is not theirs like beating up people.”

Sseggona said in a properly functioning system, IGP Kale Kayihura would have been a good person but that officers who have been turned into NRM cadres are destroying the force’s image.

He asserted that removing President Museveni is step one towards restoring faith in Uganda Police:

“Next, they [police] need more training. We are sliding into a police state. We are already a police state.”

He said Dr Kizza Besigye’s residence has never been gazetted as a detention center.

“Why then does police continue to detain him there? It is regrettable that Dr. Kizza Besigye is unable to receive visitors at his own home and even go to a supermarket! Uganda Police are using us to train on brutality.”
