Rwanda: Suspected impersonator arrested issuing forged construction permits


Police in Nyarugenge District have arrested a 32-year old man identified as Eric Peterson Mugwaneza, who was masquerading as a local leader and issuing forged documents.

According to the Central Region Police Spokesperson Supt. Emmanuel Hitayezu, Mugwaneza was arrested red-handed on September 28 masquerading as the executive secretary of Kanyinya Sector.

At the time, he was found in possession of forged construction permit, which he intended to issue to unsuspecting service seeker at a fee of Rwf30, 000, Supt. Hitayezu said.

“Mugwaneza learnt that a certain Ndacyayisenga had just bought a piece of land in Kanyinya sector; he masqueraded as the executive secretary of the sector and called Ndacyayisenga saying that he would give him a construction permit but he had to pay him Rwf30,000 to speed up the process,” Supt. Hitayezu explained.

“Ndacyayisenga got skeptical when asked for a down-payment of Rwf30, 000, and he decided to first inquire from other local leaders who advised him to immediately inform the police,” he added.

“Upon arriving at the scene where the exchange was to take place, Police officers found Mugwaneza with a forged construction permit bearing a fake signature and a stamp of Kanyinya sector.”

“Impersonation, like any other crime, is an ill-advised attempt and a serious crime,” he warned, urging the general public to always be vigilant and “seek service from offices not on streets.”

While urging people to always report such fraudsters, he noted that investigations are still going on to ascertain the number of people he could have conned and the amount of money involved.

Article 609 of the penal code states that “Any person who forges or alters documents by forged signature or fingerprint, falsifying documents or signatures or impersonation, forging agreements, its provisions, obligations, discharged obligations shall be liable to a term of imprisonment of more than five to seven years and a fine of Rwf300,000 to Rwf3 million.”
