The Rwandan People’s Party (RPP) welcomes the first major temporary truce in Syria’s five-year tragic civil war. The “cessation of hostilities” began at midnight local time on 27 February, and with early reports indicates that front lines were silent. Though, some clashes between certain rebel groups and government forces have since been registered. But there has been a definite and significant reduction in the fighting throughout the designated truce zones. This is very promising news.
The RPP would like to register our sincere thanks, to all those who have acted as peace brokers and helped to secure this two weeks’ halt in the fighting. In particular, we would like to offer our thanks to both America and the Russian Federation, who deserve praise for their efforts to end Syria’s five years of bloodshed. We would like also to wish good luck to the special-Taskforce co-chaired by the United States and Russia, who are monitoring the progress of the agreement and any violations of the ceasefire.
There is no doubt not to believe that Russian intervention in Syria since Sept 30th 2015 has played a significant role in shifting the balance of power on the battlegrounds, thus their intervention has created a positive environment that forced the parties in the conflict to reconsider their tactics and the use of violence to achieve their goals.
It is the Russian intervention that has shaped the outline for the Syrian Road Map to Peace (SRMP), that contributed to the present cessation of hostilities. Thus paving the likelihood, for the permanent end of hostilities, in the nation of Syria that has been devastated by a-five-year war. Looking ahead, there are some elements of the backed Syrian peace plan that is worrying.
There have been rumours regarding the partition of Syria. This is not acceptable, as is violating the Syrian territorial integrate and it is against international rules and norms in international law. If some members of the international community continue to persist in a plan to partition the country this will not result in a just peace, but will only bring instability that may continue to deliver devastating consequences for the region.
We strongly call upon all peace loving peoples all over the world to resist any effort that could lead to the partitioning of Syria into a series of mini-states, as was the case in the former Yugoslavia. It will not work and will bring only disaster to the region. It may also trigger a regional conflict and even a global war.
The foreign efforts to destroy the Syrian nation has almost succeeded. Though, Russia has helped to preserve what has remained of the Syrian state. However, it has left a mark of sadness, pain, sorrow and tears that will take many decades exhibiting.
The wars in Syria, Iraq, Libya and Yemen had shown that shamelessness and immorality are still very common in the world that we human beings dwell in. The viciousness of the war has largely been a result of the global impunity. The Syrian war has left a mark of 470,000 deaths, 1.9million injured, 6.36million internally displaced, and 4.5million fled the country.
We encourage all parties in conflict in Syria to translate the current truce into a permanent political settlement, that would lead to bring peace and justice and the return of Syrian refugee. This should be the main focus for all Syrian people and should unite them once again, with a common purpose and resolve.
The international community in any future proposed peace plans must respect the wishes of the Syrian people and the government. The great powers, such as America and Russia must only seek to facilitate the Syrians to reach a fair and just agreement.
They must not seek to impose some form of plan that is not acceptable and in not in the best interests of the citizens of Syria. Any peace plan or settlement must come from the
Syrians themselves and the international community must support and respect their decisions.
The RPP hopes that the current ceasefire becomes a permanent cessation of hostilities.
Our thoughts and prayers are with the Syrian People and all those who want to bring peace to that tragic and ruined country.
