Runumi who served as a Commissioner (Planning) at Ministry of Health polled 3626 votes followed by Dr. Nicholas Kamara with 3346 votes, Prof. Augustus Nuwagaba with 3172 votes while Agaba Deo got only 196 votes.
Dr. Runumi was thus announced winner of the Kabale Municipality NRM Primaries with a 92 votes margin.
In October, the Kabale district National Resistance Movement (NRM) party office cacelled Kabale municipality and Rubanda West elections over allegations of ballot stuffing.
Maurice Keitaba, the NRM party registrar, said the elections had to be suspended until the violence was contained as they sort out the cases.
This came after three of the candidates: Eng. Dennis Sabiiti, Moses Kamuntu and Abel Muhumuza questioned the disappearance of ballot papers.
Security operatives moved in to separate rival voters over an alleged attempt to bribe election officials.
The incident saw Runumi and Nuwagaba camps clash heavily.
