Police has issued guidelines directing Kizza Besigye to stay out of Kampala city centre during his procession to and after Namboole stadium.
Yesterday, 3rd November, 2015, the police says it met and agreed with campaign officials from the Forum for Democratic Change Party (FDC), on the modalities of security and traffic guidelines that will be followed during the Presidential nomination of their Presidential aspirant Rtd. Col. Dr. Kiiza Besigye at the Mandela National Stadium, and at the launching of his Presidential Manifesto at Nakivubo Stadium.
The security measures and traffic guidelines, according to police spokesperson, Fred Enanga, clearly involved his movement from his home at Kasangati to the FDC party offices, at Najjanankumbi via Mulago roundabout-Yusuf Lule
Road-Punjani traffic lights junction-Mukwano Road and Clock Tower. He would thereafter, proceed to the nomination venue at Mandela National Stadium via Clock Tower-Mukwano Road-Punjani traffic lights junction-Jinja Road-Nakawa-Spear Motors junction.
After his nomination, Besigye would proceed to Nakivubo Stadium via Spear Motors junction-Nakawa-Jinja Road-Punjani traffic lights junction-Mukwano Road-Clock Tower-St. Balikuddembe.
“The route plan is the most appropriate, consistent and would deliver the Presidential Candidate in an orderly and timely manner,” Enanga said.
The police, have however, obtained information that despite the route plan, the FDC party had plans to defy the police restrictions, and alter the route through the heart of the Kampala City.
“We would like to caution and warn the FDC party and its candidate to strictly adhere to the route plan, since any alterations without police clearance can easily promote tension within the city and attract violence.”
Following the successful Presidential nominations of yesterday, 3rd November, 2015, the police have maintained its security deployment that is elaborate and backed by hundreds from the army, Enanga continued.
“The restricted streets and places within the city have been cordoned and physically obstructed to effectively guard against any acts of political violence and unlawfulness.”
Besigye will be nominated at 11am today Wednesday November 4, 2015.
After him, the President of the People’s Development Party, Abed Bwanika, will also be nominated.
