Anti-riot police has moved early to surround a hotel in which Amama Mbabazi spent the night in Mbale town.
The presidential aspirant is still at Mt Elgon hotel Mbale ahead of the Jinja tour.
Two truckloads of ant-riot police are said to be monitoring him.
JPAM communications official, Josephine Mayanja Nkangi, has confirmed the development.
“Police chase Amama Mbabazi all the way to Mt. Elgon Hotel. Surround the premises,” Mayanja said.
Police is already in Jinja town where the presidential aspirant is expected to hold a rally today.
The Jinja town clerk wrote to Mbabazi team denying them access of Kakindu playgrounds and Kazimingi industrial park that they had requested for the rally.
Jinja town is currently as supporters wait patiently for Amama who is determined to go ahead with consultations.
There is heavy deployment of security personnel at Kakindu and Kazimingi in anti-riot gear.
Jinja DPC says Amama Mbabazi is only allowed to use one route.
Police regretted having not taken action against Mbabazi’s rallies in Mbale and Kapchorwa saying starting with Soroti, Jinja onwards, it must only be consultations.
Police spokesman, Fred Enanga, said as long as Mbabazi sticks to consultative meetings of a few people, there will be no problems.
“Mbabazi was very cooperative when we talked to him,” Enanga pointed out.
He said they will allow him to proceed with Jinja tour as long as it is strictly consultations, not rallies.
“We will allow Mbabazi to go to Jinja but he must keep in confines of a consultative meeting, not a rally.”
