Kampala Lord Mayor, Erias Lukwago, is currently wanted by police for allegedly forming an illegal vigilante group.
URN quotes Lukwago speaking at the funeral of Aloysius Mayanja, the DP senior chief of reconciliation at Katwe-village in Masaka on Thursday, where he insisted the group is constitutional.
Lukwago says the Solidarity Group is constitutional, because it is formed to defend their rights and counter Maj. Kakooza Mutale’s Kalangala Action Plan (KAP), a militia group.
Government on Thursday announced that Lukwago’s group was illegal and the law would deal with him.
Police weighs in
Appearing on NBS TV Morning Breeze on Friday, Lukwago said Kakooza Mutale is training people to keep the “Mulaalo” [President Museveni] in power.
“It’s a right for every Ugandan to protect the sovereignty of this country.”
He said Mutale’s group has been given AK47’s which is illegal.
“Under what law did Kakooza Mutale establish his training institute?” Lukwago queried, adding, “Kakooza Mutale is training goons an drug addicts who even have a record of killing.”
The discussion was joined by Polly Namaye, Deputy Spokesperson, Police, who made it clear that all groups that are active in Uganda must do it legally.
“The Police has started investigating Kokooza Mutale,” she revealed.
“The Police doesn’t work alone, the public also has a role to play in public safety.”
The case of crime preventers
Appearing on NBS TV recently, Jeem president, Asuman Basalirwa and Kigozi Kaweesa, also discussed the question of crime preventers.
Basalirwa sought to know whether crime Preventers are undergoing military training but Kaweesa said the crime preventers should be treated as individuals.
“The government didn’t come out to publicly announce the time and place for the crime preventers’ training,” Basalirwa noted.
Kaweesa on the other hand said because most of the crime preventers wear yellow t-shirts, “this blinds people from the bigger picture”.
He insisted crime Preventers aren’t a militia but rather a group of individuals receiving basic military training.
