Parliament has been recalled from suspension to consider urgent budget requirements.
The Clerk to Parliament, Mrs. Jane Kibirige, in a communication to Members of Parliament said that the plenary would meet tomorrow, Wednesday, April 6, 2016 to consider the Report from the Budget Committee on the Supplementary Schedule for the financial year 2015/2016 and other finance bills.
The Supplementary budget provides for funds for government activities for which no monies were allocated during the budgeting process for the financial year.
Finance bills including the Income Tax (Amendment) Bill, 2016; Value Added Tax (Amendment) Bill; Excise Duty (Amendment) Bill, 2016; and Finance Bill, 2016 are a requirement to implement and make alterations in taxes in the national budget.
“You are therefore requested to turn up on this day to enable Parliament handle the above business expeditiously,” read part of the Clerk’s communication, dated April 1st, 2016.
The consideration and approval of the items are a requirement of the Public Finance Management Act passed by the Parliament last year.
The plenary of Parliament was suspended last week to give time to sectoral committees to meet and consider ministerial policy statements from sector ministries and statutory bodies in preparation of passing the national budget at the end of April, 2016.
The Deputy Speaker of Parliament Jacob Oulanyah adjourned the plenary to April 25th, 2016 when the Budget Committee would report on ministerial policy statements from the sectoral committees.
