Parliament has ordered Catherine Musingwire, the permanent secretary (PS) in the ministry of Public Service to pay Shs108m worth of taxpayers’ money or else face jail.
The money in question was captured in the 2013/2014 Auditor General’s report as unspent and it was not returned to the Consolidated Fund.
The money was not accounted for during the audit period and the PS couldn’t explain what happened.
This infuriated committee members before they resolved that the PS refunds public funds or face jail over abuse of public funds under her watch.
According to Angeline Osege, the chairperson of Public Accounts Committee of parliament (PAC) where the PS and her team appeared on Wednesday to answer audit queries, the money must be refunded by the accounting officer.
She said officials in the ministry of Public Service were abusing public funds with impunity when Ugandans are suffering.
