Oulanyah suspends parliament over FDC meet

The Deputy speaker of parliament Jacob Oulanyah has called off the special sitting of parliament to allow Forum for Democratic Change-FDC MPs to attend their party national delegate’s conference.

The Mandela National Stadium conference was graced by other political leaders; Olara Otunnu, Erias Lukwago, Nasser Ntege Ssebagala, Gen David Sejusa, Beti Kamya, among others.

The presence of Sejusa caused quite a stir at the event.

Meanwhile, Oulanyah’s ruling followed a procedural issue raised by Muwanga Kivumbi, the Butambala MP after he notified the Speaker about the FDC national delegates conference.

The special sitting was abruptly called by the Speaker, Rt. Hon. Rebecca Kadaga, to discuss the NGO bill, new districts and other bills that need urgent attention.

The Leader of Opposition in Parliament, Hon Wafula Oguttu, demanded that the recall be withdrawn to respect their meeting.

The second recall, which came within a day of cancelling the first one, was aimed at discussing the Lotteries and Gaming Bill and the Supplementary Schedules 1, 2 and 3 for FY 2014/2015.

Oguttu said on behalf of the Opposition, they wrote to the Speaker of Parliament to reschedule the recall for a third time.

The delegates will elect a party presidential flag bearer between [Mugisha Muntu and Kizza Besigye] to forward to The Democratic Alliance.
