Oguttu: Museveni made Nation Address his 2016 manifesto

The Opposition in Parliament describes the President’s State of the Nation address as a mere campaign manifesto.

Speaking shortly after President Yoweri Museveni delivered his address to the nation at Parliament, a cross section of opposition MPs say President Yoweri’s speech was no different from the last address.

The Leader of Opposition in Parliament, Wafula Oguttu says the President did not give accountability on the money Parliament allocated to government, instead glossing about government’s achievements.

Oguttu further chided Museveni for ignoring the ongoing debate on the Constitution Amendment Bill 2015.

The Opposition and civil society in the country have spoken against the government proposals in the Constitution Amendment Bill 2015.

But President Museveni in his address that lasted close to two hours did not make any mention about the reform in Electoral laws or Constitution Amendment Bill 2015.

Museveni State of the Nation address to Parliament is the last he is holding as he ends his current term in office ahead of next year’s elections.

Obongi County MP, Hassan Kaps Fungaroo,  says the President throughout the address ignored issues about  governance, which includes the electoral reforms and a peaceful transition.

“The President must understand that unless reforms are implemented, Uganda could fall into turmoil. He needs to listen to the civil society and opposition on this,” Fungaroo adds.

While the President decried the high bank interest rates, standing at 20.1%, Shadow Minister of Finance, Geoffrey Ekanya scoffed at this, instead blaming government for constant borrowing from commercial banks.

From the ruling NRM side, Sylvia Namabidde, Mityana Woman MP says while the President’s speech was solid, it did not outline issues in the health and education sector, which are pertinent in the growth of the economy.
