Government spokesperson Ofwono Opondo says President Yoweri Museveni is both young in the age and in the head.
According to Opondo, some people are young but dead in the head.
The Media Centre boss who was appearing on NBS TV Monday said there is no intention to amend the Constitution to remove age limits.
“Speculation on this idle talk,” Opondo said.
He added: “The issue of lifting the age cap was never on the agenda of the recent NRM retreat in Kyankwanzi.”
The constitution limits a president to only 75 years which Museveni is about to clock.
Opondo says in any case, the NRM under Museveni has scored 80% in terms of democratizing Uganda.
“We have restored universal adult suffrage.”
He said the European Union observers who recently tabled a report claiming 2016 elections were not free and fair, were in Sheraton taking tea.
“They never went anywhere. For the first time, Uganda is enjoying good relations with all her neighbours and other countries. Back home, people are calm.”
He said the slight problem in the Rwenzori region which was political and ethnic has been contained.
“Majority of Ugandans can walk to their gardens, funerals and weddings without being subjected to the Public Order Management Act.”
