Staff at the ruling party, NRM Secretariat have petitioned the party chairman and president, Yoweri Museveni, to get rid of Secretary General Kasule Lumumba.

In a petition dated March 1, 2016 addressed to the president through the national vice chairman, Alhaj Moses Kigongo, deputy SG Richard Todwong and NRM EC boss, Tanga Odoi, the staff seek to meet Museveni on the conduct of the secretary general.

“We the under-signed, all being either Technical or support staff at the NRM secretariat wish to petition you over the conduct of our boss the secretary general and humbly request to meet you to share with you the problems, challenges and suffering we are going through at the secretariat,” reads the petition.

The staff cite 12 grievances they have against Lumumba including among others; the inaccessibility of the SG who rarely sits at the secretariat, demoralization of staff and complete lack of motivation, Lumumba lacking team work since she works alone hence causing inefficiency, redundancy and idleness.

“The constant bickering, conflict and bad blood amongst the top bosses has also caused paralysis. Non-deployment of the staff during the just concluded elections to mobilise for our party and flag bearers. None of the secretariat staff was deployed to mobilise for the party which left many of us wondering about our importance at the secretariat,” the staff write.

The staff also accuse her of selective payment of salaries, saying many staff names are missing on the payroll and so do not earn salaries for their services rendered to the party.




“Inadequate, unequal and imbalanced salary remuneration without a proper salary structure to one’s qualifications or level of appointment and duties assigned.”

They also cite discrimination of staff headed by NRM electoral commission chairman, Tanga Odoi, majority of whom have never been paid salaries.

The staff say now the secretariat is dormant and inactive curtsey of poor communication and flow of information.

She is further accused of victimizing and side-lining some staff she deems as her personal enemies.

“Lack of accountability, the secretariat receives a lot of money for operation and mobilization work, yet there is hardly any work done. What does this money exactly do?”

The petition is signed by 48 staff of the NRM secretariat.
