Lawyer Asuman Basalirwa has said the problem at Kampala Capital City Authority [KCCA] is not the executive director, Jennifer Musisi.
The lawyer said Musisi was also following directives given to her by president Yoweri Museveni who he accused of having a “big ego”.
“She is simply an arrow in someone’s bow,” the Jeema party President said while appearing on NBS TV Monday.
Basalirwa advised Kampala Lord Mayor Erias Lukwago to recognise that Kampala is under the central government although he should continue to pursue the rule of law.
“Some people claim Erias Lukwago is anti-development but they provide no evidence to that effect.”
The Jeema leader noted that Lukwago nominated names for accountability committees but no action was taken.
“All he wanted was rule of law. Lukwago also called for the constitution of the metropolitan planning committee but that too was frustrated.”
He added: “The president needs to engage Erias Lukwago and Lukwago needs to engage the president who has a big ego.”
Government spokesperson Ofwono Opondo who was appearing on the same show said he hopes Lukwago has learned from the debacle of his first term; being in office means being flexible.
“I implore Erias Lukwago and Jennifer Musisi to respect the boundaries set by the law.”
Opondo also said he expects Lukwago to control his supporters.
