President Salva Kiir last evening issued a decree creating 28 states from the existing 10 states of South Sudan.
Kiir said in a decree read at SSTV that the move was to devolve the power back to the people.
““Now indeed you are free and sovereign state. Therefore, there is no reason for me to retain your constitutional right for self-governance, self-reliance, self-development and determining your future through free, fair, and transparent and democratic elections in three years to come,” read the decree.
However, the development doesn’t seem to have rubbed his rival yet first deputy president, Riek Machar.
“This presidential decree is a clear violation of the peace agreement and a clear message to the world that President Salva Kiir is not committed to peace,” Machar said in a statement.
President Kiir statement in his signing ceremony on 26 August, 2015 was as follows and I quote: “The IGAD proposed compromise peace agreement is neither a Holy Bible nor a Qur’an and should be open up for negotiations”.
“In the light of this action of president Kiir, we in the SPLM/A call upon the international community and IGAD-PLUS mechanism to take a position in this serious violations of peace agreement,” Machar continued.
Machar said in his capacity as chairman and C -in-C of SPLM/A, he called a emergency meeting of NLC on 20 October 2015 to deliberate on this presidential decree and its implications on people of South Sudan.
The rebel chief has called upon IGAD and the international community to interfere and restrain Kiir saying the agreement signed in Ethiopia was based on the 10 states.
