UNMISS is discussing with Government the possibility of transferring IDPs in POC sites Wau and Bor to new locations in Unity, Jonglei and Upper Nile states of the warring South Sudan.
United Nation Mission in South Sudan (UNMISS) propose a relocation of the Internal Displaced person (IDP) to rebel controlled territory.
The relocation of the ethnic Nuer from UN base in Juba and Bor come as a result of the stagnant peace process.
In his report to UN Security Council, Secretary General Ban Ki-moon quoted a human rights report chronicling a “house-to-house searches for civilians of Nuer origin were conducted in Juba from 16-18 December 2013” in the notorious ethnic cleansing.
He said that Nuer civilians were targeted in Bor and elsewhere in the country, including one massacre in Bor when the UN perimeter security was breached hence the need to relocate them outside areas controlled by government.
Ban suggested three locations including; Leer in Unity State (Riek Machar’s home town), Akobo in Jonglei State and Pagak in Upper Nile State which are controlled by rebels.
The UN radio Miraya says the proposal has been welcomed by a number of residents in the rebel controlled area as a possible alternative to liberty and reunion of many families.
However, critics believe that the Juba government will not allowed this proposal because it will undermine the government legitimacy.
Machar’s rebels support the idea in a statement
Cde. Nyarji Jermlili Roman D/Spokesperson, the SPLM IO Chairman Office, says since the beginning of the current South Sudan conflict, South Sudanese citizens from Nuer ethnicity have since then been held hostage in UN camps across the country .
He cites the fear of unlawful arrest and extrajudicial execution from the government security organs that has caused a great loss of confidence and trust for the government of President Salva Kiir in Juba, Bor, Bentiu, Malakal and Wau.
“Therefore the leadership of SPLM/SPLA under leadership of Dr.Riek Machar Teny has highly welcomed the bold step taken by Secretary of United Nations (UN) Amb. Ban Ki Moon to relocate Nuer IDPS from government control areas to SPLM/SPLA IO held territories so that they can follow and practice their daily routine life in their original areas without fear.”
“On other hand, the leadership of SPLM/SPLA IO, also calls upon all people of South Sudan to seek shelter in all areas liberated by SPLM/SPLA IO for full security and safety as it is been acknowledged that the government troops are not in position of protecting civilians and their properties.”
Jermlili accused government troops of killing, looting and vandalizing the civilians they are mandated to protect.
He said Ban was very well convinced that SPLM/SPLA IO will provide the necessary security protection to the civilians based on his own assessment and that the current government in the country under Salva Kiir Mayardit “is utterly illegitimate and it has limited capacity and means to protect all citizens of South Sudan”.
“We abundantly appreciate the move and regard this as bold step in right direction and the beginning of understanding the South Sudan crisis by Secretary General of UN.”
