Officials of Operation Wealth Creation (OWC) programme led by Ugandan President Yoweri Museveni’s brother General Salim Saleh have been accused of demanding bribes from the intended beneficiaries.
Some of the residents of Pader District allege that the intended beneficiaries of a project under which cows are distributed to residents, were told to pay Shs100,000 each if they wanted to get a share.
It is alleged that the cash was collected by two volunteers attached to veterinary department in Pader District.
The district has so far received 94 heifers under the project.
Operation Wealth Creation was established by President Museveni in 2013 to alleviate poverty.
Some of the beneficiaries are quoted to have said that they were told to pay Shs100,000 each under the pretext that the money would be used to facilitate the district officials whenever they visited the areas where the beneficiaries reside to monitor the cows.
Some of the intended beneficiaries said the cows meant for them were given to other people after they failed to raise the demanded money.
The Operation Wealth Creation Coordinator in charge of Acholi sub-region, Col Francis Achoka Ongom, said he is already in Pader District to investigate the matter.
“I will keep you updated when the investigations are done,” he said.
