Each MP to be assigned on a committee

Parliament has designated Members of the House to its Standing and Sessional Committees despite calls to amend the Rules of Procedure.

Because of the increased number of MPs in the 10th Parliament, legislators may have to amend the Rules of Procedure to enable each MP have a Committee to which they are assigned. The current Rules of Procedure provide that members to standing committees should not exceed 30 members. With only 13 Standing Committees in place, over thirty MPs may not be assigned to any Committee until the rules are amended.

In his guidance to the House on Wednesday, 13th July 2016, the Deputy Speaker of Parliament, Rt. Hon. Jacob Oulanyah, said membership to committees would only be increased after amending House rules.

“There is enough room in the committees for all Members of Parliament and there will be no floating members”, he said.

“We shall constitute committees as the rules say now and later amend the rules to increase the numbers,” he added.

Meanwhile the Government Chief Whip, Hon. Ruth Nankabirwa and the Chief Opposition Whip Hon. Ssemujju Nganda Ibrahim named Members to the different Committees of the 10th Parliament.

A Standing Committee is set up at the start of a new term of Parliament and serves tenure of two and a half years. A Sessional Committee on the other hand is determined at the start of each new session, and lasts one year.
