Confined FDC officials free to leave homes-police

Police spokesperson Fred Enanga says the force has secured all border points to ensure President Yoweri Museveni’s swearing in ceremony goes on according to plan.

“There is no unstable part of the country,” Enanga said while appearing on NBS television Wednesday.

He said nobody has come out and challenged the court order that temporarily banned FDC defiance activities hence police has not placed itself on the premises of any opposition figures’ homes.

“We are using open surveillance. Opposition figures are being surveilled because of their ability to cause violence.”

He said Kizza Besigye, Wafula Oguttu, Erias Lukwago, Semujju Nganda and Michael Kabaziguruka now confined to their homes “are free to leave their homes. Have they tried to leave and were blocked?”

Enanga said opposition figures can travel freely provided that they respect the provisions of the interim order that bans defiance activities.

He said FDC deputy secretary general Harold Kaija was arrested for attempting to address a press conference on a parallel swearing in ceremony at Nakivubo stadium in the heart of the city.

Appearing on the same show, Muhammed Ndifuna, an activist, said the Public Order Management Act was selectively applied to opposition members.  

I have great sympathy for the police. They are working at a time when their integrity is being questioned,” Ndifuna said.

On human rights reports demonising police, Enanga explained that many human rights groups only rely on the media and rarely go ahead to investigate claims.

“It would be more professional if human rights organisations involved police in the process leading up to their reports,” he said.

Enanga says human rights organisations keep outing reports on the situation in Uganda to please their donors.

“Human rights organisations go after the police but rarely question the civility of some of our citizens who attack the officers.”
