Col Shaban Bantariza, deputy government spokesperson, says the army never authorized Kiboko Squad terror machine, Maj Roland Kakooza Mutale, to train militias in Luweero jungles.
Bantariza was appearing on NBS TV Morning Breeze on Friday alongside Butambala County MP Hon. Muwanga Kivumbi, on the question of crime preventers being trained and aspirants picking presidential nomination forms.
Mutale infamous for his Kalangala Action Plan (KAP) is currently training new militias whose mission he says is to eliminate anyone who stands in Museveni’s way to 2016 presidency.
Mutale’s group targets presidential aspirant Maj Gen Benon Biraaro, Amama Mbabazi, the former Prime Minister, FDC’s Kizza Besigye, former coordinator of intelligence services, Gen David Sejusa and FDC president, Maj Gen Mugisha Muntu.
Kivumbi said during the 2006 elections, people were beaten by Kakooza Mutale’s group while in 2011 elections, President Museveni resorted to buying votes.
“The 2011 elections were the most expensive and that is why we had inflation,” Kivumbi said.
He said government is now training crime preventers and has over 30 crime preventers per village in Uganda today.
“What will the youth that have been recruited do after the elections?” he wondered.
The question was put to Bantariza especially regarding the fact that Kakooza Mutale’s declared that he will destroy anyone who opposes President Museveni.
Bantariza hesitated a little and then clarified: “I don’t speak on behalf of Kakooza Mutale, so you would have to call him and ask him why he made those declarations.”
“Kakooza Mutale’s actions are not authorized by the military,” Bantariza pointed out.
Yet army spokesperson, Col Paddy Ankunda, told media that although they did not sanction Mutale’s training, all he needs to do is operate within the confines of the UPDF constitution.
He said crime preventers fall under the police who are doing the recruitment as an additional force not a separate militia.
“There is no country in the world that can ever deploy sufficient military personnel.”
He denied the charge that it was crime preventers who attacked Amama Mbabazi’s residence in Kololo.
Crime preventers made news when they were ferried to Gulu town to bury Amama alive making many conclude that they were partisan.
